load error

I'm getting a weird error when I attempt to load data into a table
from a file. I'm running Informix 7.31.UC2 on HP-UX 10.20. Here
is the error:
$ dbaccess test -
Database selected.
> set lock mode to wait;
Lockmode set.
> load from add_ie3 insert into user_test;
404: The cursor or statement is not available.

My add_ie3 file has the same number and type of columns as the
user_test table. The 404 error just doesn't make any sense to
me in this context. Has anyone else run across this?
Thanks,
Nick
I just noticed that I can load the file in question fine if I do
so as the user informix and another user. However, my account and
another account can not load the file. Is there a system table in
Informix that restricts which users can access which tables?
Thanks,
Nick

Check to see if you have insert permission on the table.
dbaccess test
table, info
<select table>
Priviledges
Look for your user id or public and see if the insert column says yes.
