We have been running this combination at a client with AIX live since
February - 32 bit tools and 64 bit engine.
The information you were given was wrong.

I have been in contact with informix and found out that I was shipped the
32-bit versions of tools and the 64-bit version of the IDS engine. The
engineer said they were not compatible. 64-bit versions are on their way
here as I type (I hope).

I'm running the same environment OS and IDS versions. Check your
environment (INFORMIXSERVER/ALIAS and your network, then please post your
onconfig and sqlhosts files.

I get the same error trying to install Informix 7.31 on windows 2000..

Yes, and No.
If you use shared memory connections, then if the server is 32-bit, the
tools
must be 32-bit, or if the server is 64-bit, the tools must also be
64-bit.
If you use network connections or streams (olipcstr) connections, then
you will never notice any problems because the network layer averts the
problems with a 32-bit product writing a 4-byte count where the 64-bit
product expects an 8-byte count, or whatever it is that actually causes
the trouble.
