Sounds like you want not so much to identify free space as to recover it.
To do that, the ONLY way is to rebuild the table. What commands you choose
to issue to accomplish this is for you to decide - unload/reload, alter
index to cluster whatever. Perhaps the thing to do is look at your data
purging process and determine if you can fragment the table, so that instead
of deleting rows you wind up detaching/dropping fragments instead.
