The problem was actually called Adjacent Key Locking, where an INSERT had to test the next higher index value (adjacent key) for a lock prior to inserting. OnLine 6.0 and up use Key Value Locking, where, instead of locking adjacent rows, we added a delete flag to the index key. Try to find a copy of the TechNotes that came out in the beginning of this year. It has an article on Adjacent Key Locking and Key Value Locking.
