Connection Timeouts and ESQL Programs.

Environment variables:
INFORMIXCONTIME
INFORMIXCONRETRY
combine to control the amount of time spent attempting to connect and how
manu retries are attempted before returning an error. INFORMIXCONTIME is
the total time spent trying to connect and INFORMIXCONRETRY is the number
of attempts made during that time each of length:
INFORMIXCONTIME/INFORMIXRETRY
