Altering table needs exclusive lock on the table. If you try to alter the table when the transaction (on the same table) is still going, your access will be denied. Wait until the transaction complete and retry your process. If your table is critical, consider postponing the alteration until the workload of your server is low. If LONG TRANSACTION occurs many times, investigate the application that make this happen.
