Updatable Secondary (RSS)

I would like to make a read-only RSS updatable, so I can do a dbexport. I have
done this in the past.
However, this time, I can't seem to make it updatable.
I do the following:
1) Take the read-only RSS offline.
2) Edit UPDATABLE_SECONDARY parm in ONCONFIG to be 1.
3) Bring the RSS back online.
The output of 'onstat -' is reported as "Fast Recovery (RSS)", and I am unable
to do a dbexport. I am expecting to see the status reported as "Updatable
Secondary (RSS)".
How can I get the RSS into updatable secondary mode?
If I take it back offline, and edit ONCONFIG back to UPDATABLE_SECONDARY = 0,
it comes back up as "Read Only (RSS)", as expected (after momentarily being
"Fast Recovery (RSS)").
But I can't seem to get it onto "Updatable Secondary (RSS)" mode.
When I try to bring it up as updatable secondary, the last line in the
online.log is "Started processing open transactions on secondary during
startup"
(And it stays that way.)
When I take it back to read-only, the last line in the online.log is "Finished
processing open transactions on secondary during startup."
So, perhaps there is at least one open transaction on the read-only RSS. But,
if that is the problem, I don't know why the transaction(s) are not either
completed or rolled back.

P.S. If, after observing the log message that all transactions have been completed, I immediately down the server, edit the ONCONFIG to "UPDATABALE_SECONDARY 1", and then restart the RSS, it comes up the same. Perpetual Fast Recovery, and no "Finished with transactions" message.
I withdraw the question. It seems based on this IBM Technote: https://www-01.ibm.com/support/docview.wss?uid=swg21626164 that it can just take an exceedingly long time. Not really predictable, as far as I can tell. I waited an hour or so, and tried it again, and the RSS came up as "Updatable (RSS)" almost instantly. I guess you can't really ever know for sure. You just have to wait... seconds? minutes? hours? until it either becomes updateable, or you give up. So, I conclude that the RSS is functioning as it should. DG
