Try to remove this file and then run ontape -r again.

I had the sysadm check the disk and he is coming up with no problems.....
seems to read and write fine....
I am now just trying ontape -r -D rootdbs and I keep getting -

oninit: Fatal error in shared memory initialization

Is the chunk the same size on the target machine as on the source?
