using international sort orders

I have the following situation: server : Sparc 20 running Solaris 2.4 and Informix Online 7.1. I have set DBNLS to 1 and LANG to "de". I created a database named "german", in it I created a table named "german". If I connect using dbaccess on the server I can see the database and table, add and retreive data, etc. client: Windows NT 3.51. I have set DBNLS to 1 and LANG to "de". Using ILOGIN.EXE I get sql error "-7203". Which refers to LANG or LC_COLLATE not being set, I have tried setting LC_COLLATE, LANG & LC_COLLATE, etc. I am at my wits end and have a call into Informix tech support, but no luck yet. If you have any experience (good or bad) with setting up international sort orders any help you could give would be great.
