errror message "waiting for shutdown or override" -
maybe you can try to run
onmode -O (to override)it will disable that db space and db server will come
up...

Humm, well, err, oh, so, re-create the instance from scratch ;)
Also,
#define ENOENT 2 /* No such file or directory */
so make sure that /usr/informix/dev-links/DBDATA_TEST3@ ->
/dev/dbdata_testdb actually points to a bit of useable disk.
Try :
dd if=/usr/informix/dev-links/DBDATA_TEST3 bs=4k count=1 of=/dev/null
