Why is my server not starting up ??

I had taken a dump of an instance and restored it on another box. When I try
and restart the box I get ...
oninit: Fatal error in shared memory initialization
Shared memory is clear. I have checked that with ipcs...

The only issue that could be happenning here is that I do not have the
transaction log files corresponding to this dump. But will that stop the
instance from starting up ???
