Restore and network down problem

I loaded informix and did a restore of the ontape backup (ontape -r).
but I get the
error of networkdown after the restore was done.
When I restored I did not recreate the database I only created the
chunks and dbspaces. Did i do something wrong here? here are the
results and settings I have. What do I need to do.

Try dbaccess -->> choose qry language
it looks like you got stuf back (onstat -d)
the network down looks/sounds like/could be a config error;
what is the hostname??
could also be a bug???
first try dbaccess;
if you really need to get the 'network down error' to be gone
shut the database,
try to kick out shared mem connections
modify:
