Is there a way to read the header info of an ontape archive to determine
what version of IDS created it?

Yes,
what you have to do is
dd if=/dev/tape of=/yourfile bs=2048 count=256
where /dev/tape is you tape device and /yourfile is just a file.
then
strings yourfile | more
