For the former, you'd probably have to ask that of a tech support person or use the comments form in that section. I'd guess that TechInfo is a separate database, which is why you're not finding that particular bug report. I have no idea who updates that database, though. Bug reports and product defects aren't directly available through the site unless they're in this TechInfo system. For the latter, my personal experience is that 7.3 is much cleaner than 7.2, though the HP-UX port is rather sloppy from a documentation perspective.
