ondblog cancel won't work

I submitted a ondblog buf <database name> to a database, and then it locks until I do a level-0 archive backup. Since there is a problem doing backups (the backup hangs) I can not do it, therefore, my database is locked. I tried doing a ondblog cancel <database name> and it won't work. What is going on? How can I unlock it? I am using a Windwos NT server. Thanks
