Did the DBA set this Onconfig Correct ?.

Any one have any Ideas as to why this box would be slow, the load is
never over .5. nor is the % idle below 95%..
The only thing I can come up with is memory issues, b/c bufwaits are
20 Million +, and check points take about a minute.
Cpu's : 6
Memory : 1Gig

If you are using ontape for backups then set TAPEBLK=1024
># Log Archive Tape Device
>LTAPEDEV /dev/rmt/1hbn # Tape device path
>LTAPEBLK 16 # Log tape block size (Kbytes)
>LTAPESIZE 4000000 # Maximum amount of data to put on tape

Change LTAPEBLK to 128

Which platform are you on?
SHMTOTAL only needs to be non-zero for NCR platforms where if
share memory gets close to physical memory the UNIX kernel can
panic.
