As Rudy Fernandes said, which version of which database are you using? How were the backups made, and how was the restore done? The dbupdate program was needed to migrate ISQL 1.10 databases to ISQL 2.00; to run into this error is pretty remarkable. It suggests that you are using obsolete (long obsolete) versions of what is now known as SE. You might, therefore, be running foul of a Y2K bug in the restore process. Many of the Y2K bugs in Informix software (in the versions that were not certified as y2K-compatible, that is) were related to restore, which of course means that they bite hardest when there's a real crunch because the database must be restored.
