creating database users - how to do that ?

Informix depends on authenticated users from the OS it's running on.
Add your users on your OS and GRANT them what you'd like.

Informix uses the OS to validate users. As long as the user id exists
for the OS, all you have to do is grant permissions to it, unless you
have granted permissions to public. e.g. grant connect to rmail.
