Slow Connection - HP 11 9.30

Hey everyone. We're having a problem with slow connections to a 9.3 database I recently inherited. The system is basically an OLTP but they have quite a few reports that are run during the day. I think that this may be a system problem but I wanted to run the numbers by some experts to make sure I haven't missed anything. All suggestions appreciated and have a great holiday! This is the main error we get in the log: 15:39:38 listener-thread: err = -25573: oserr = 233: errstr = :Network driver cannot accept a connection on the port. System error = 233. I know that this has been discussed before. We're looking at network and server resources also. I changed the LRU's and cleaners and restarted recently: Here are the gory details. On HP 11.11: Errno 233: No buffer space available This would point to a resource, that is a (kernel?) config problem.
