Hello! Look for your onconfig DYNAMIC_LOGS variable. Set it to the default value (2) and do a bounce on your server. If it does not unblock, you should open a case in IBM support. Hope it helps. Best regards.

You might be hitting APAR IT16717: "with root chunk very full DYNAMIC_LOGS can eat all available space without adding more log files, issuing lots of -12217 errors" Initial problem is too little free space in root chunk for growing logical log extended reserved pages, from there other problems would be following. Your 2 remaining free pages in root chunk would strongly indicate this problem. Do you see those many -12217 errors in online.log? If so, I'm afraid there's no way around either a down-systems Case (used to be called PMR) or a point-in-time restore to a point well before that ' Aborting Long Transaction' message which I'd assume started the whole problem.
