Check in mtune, there is another SEM* kernel parameter NOT accessible

via scoadmin which you need to set. Check the release notes under
$INFORMIXDIR/release/.../ONLINE_7.2. You will find ONE extra SEM*
parameter which yo have NOT set!!
YES, scoadmin (the documented way of changing kernel parameters) does
NOT let set all of them!! Grrr! Took me hours to spot this.
