Version? Platform? IDS or SE?
Did you lock the database or does it SEEM to be locked by someone
else?
Yet another example, I suspect, of asking how to implement a solution
instead of how to solve the problem. What is the problem you want to
solve by 'unlocking a database'?
Perhaps you want to dbexport and it keeps telling you it cannot lock
the database? Or what?
