-106 means that someone else is still using the table, eg. still has a
cursor open against it, or, in this case, since it's a system catalog,
is in some way still using the database. Or it could be something went
wrong.
For OnLine, -106 is generated by a flag (in the partition page, I think).
If you are sure no one is using the database, try bouncing your engine.
Hopefully that will reset the flag and let you drop your database.
If this is SE, I really don't know.
