Try setting DB_LOCALE and CLIENT_LOCALE (don't touch SERVER_LOCALE).
Anyway, you could set DB_LOCALE and CLIENT_LOCALE to a standard
type during server initialization and set them to unicode/utf8
values when you need to create/work with databases.
