soctcp Error

I'm trying to set up an instance of 7.12 Online on 10.20 HP-UX. Whenever I configure a nettype of soctcp I get the following error in the $INFORMIXDIR/online.log: 10:55:08 listener-thread: err = -25572: Network driver cannot bind aname to the port. System error = 227. 10:55:08 Attempting to bring listener thread down 10:55:08 PANIC: Attempting to bring system down The instance come up fine if I do not include the soctcp nettype. I have changed the service name and number and still get the same error. I was wondering if anyone knows of a compatability problem with HP-UX 10.20 and Online 7.12?
